NOT THE SHARPEST KNIFE IN THE DRAWER: Giving Police Dog The Evil Eye Is Not Animal Cruelty

VT State Police Sgt. Todd Protzman filed a misdemeanor cruelty to animals complaint against Jayna Hutchinson for "staring" at a police dog in a "taunting/harassing manner"; she was allegedly inebriated at the time of the incident, with a blood alcohol level of .218.
