NOT THE SHARPEST KNIFE IN THE DRAWER: Tased And Confused
Two off-duty NH police officers are facing criminal charges after one of them, Joshua Wallar, 26, used a Taser to subdue the other, Daron Fraser, 39, in a domestic violence incident in Haverhill, MA, involving Fraser’s pregnant girlfriend, Odris Severino, 30, with whom he has a 6-month old child.
Fraser has been charged with assault and battery on a pregnant woman, and Wallar has been charged with assault and battery with a dangerous weapon because he is not authorized to use a Taser in MA, reports The Eagle Tribune (North Andover, MA).
It went down like this: Severino did not want Fraser to leave so she took his car keys. He tried to get them back. Waller, who was in the area visiting his girlfriend, rushed over to help. He saw Severino on the ground in the fetal position (Fraser’s lawyer said she was joking around, but witnesses say Fraser’s knee was on her neck and she appeared to be gagging). Fraser must’ve gotten the keys back because he got into his car and started to drive away, and would not obey Wallar’s instructions to stop his vehicle. Wallar thought Fraser was trying to hit him with the car and Tased him.
Fraser has been ordered to surrender his firearm to his police chiefs, and will likely be placed on administrative leave. Waller has been suspended without pay pending an internal investigation. His attorney, Thomas Torrisi, tells The Eagle-Tribune that his client “contends his actions were consistent with his call to duty and they were justified given the circumstances he was presented with.” For her part, Severino insists the whole thing was a "giant misunderstanding" that “got out of hand when the neighbors came over."
